GCM Participant Gathering | May 2026 | Resource collection

The second GCM Participants Gathering took place on 19 May 2026. More than 80 representatives of Member States, civil society organizations, lived experience advocates and WHO colleagues attended the Gathering on the sidelines of the seventy-ninth World Health Assembly in Geneva and online.

The Gathering focused on supporting countries in implementing the 2025 Political Declaration of the fourth high-level meeting of the General Assembly on the prevention and control of noncommunicable diseases and the promotion of mental health and well-being.

Access to medicines and medical devices depends significantly on how critical steps in the health system and in the pharmaceutical and medical device value chain are implemented in countries. The availability of medicines and medical devices is just one requirement to ensure access and thus, effective control of diseases. Other core requirements for access include ensuring the quality, safety, and affordability of products, as well as their appropriate distribution and provision. They must also be accessible, acceptable, and properly used by health workers and people living with health conditions.

An estimated 1.3 billion people experience a significant disability today. Persons with disabilities have the right to the highest attainable standard of health as those without disabilities. However, the world is still far from realizing this right for many persons with disabilities who continue to die earlier, have poorer health, and experience more limitations in everyday functioning than others.

Rehabilitation is one of the essential health services included in WHO’s definition of universal health coverage. It is effective in shortening recovery time, preventing complications related to acute and chronic conditions, and improving physical and mental functioning and well-being.

In December 2025, Member States adopted the Political Declaration of the fourth high-level meeting of the General Assembly on the prevention and control of noncommunicable diseases and the promotion of mental health and well-being. The Declaration reaffirms the overarching target of reducing premature mortality from noncommunicable diseases by one third by 2030 and establishes three global "fast-track" outcome targets: 150 million fewer tobacco users; 150 million more people with hypertension under control; and 150 million more people with access to mental health care.

With the adoption of the Political Declaration, the emphasis shifts from high-level commitments to implementation and action to ensure measurable, equitable and sustained progress. 

The second Gathering covered i) strategies to strengthen multisectoral governance and multistakeholder collaboration, ii) improving access to medicines and medical devices for NCDs in primary care, iii) the WHO Global Monitoring Framework on NCDs, and iv) collaboration opportunities on disability health equity; and rehabilitation. 

Launched in 2025, the Gatherings of the Participants of the WHO Global Coordination Mechanism on the Prevention and Control of Noncommunicable Diseases (GCM Participant Gatherings) are a key multistakeholder forum to advance collective advocacy and action on NCDs, and to contribute to achieving the targets outlined in the Declaration (as below).
